I'm not sure what "tight tolerance" really means, especially in terms of performance.

In most cases, a tight "tolerance" means that you really need to keep things maintained well or it won't work....

That "ranking" is just someone's opinion. Just like all the rankings you see of which city is the best to live in, etc.

The state(s) that I live in didn't rank that well, but are better (IMO)...

It works that way by design, to remind you that you are trying to "chamber" a non-existent round from an empty mag. Helps prevent the "click when you wanted a bang" scenario. Makes perfect sense...
